The National Information Technology Development Agency (NITDA) has opened a public consultation on several key draft documents related to Information Technology (IT) projects and regulations. This is in line with its commitment to open and collaborative rulemaking. The agency is inviting feedback from stakeholders to ensure that the guidelines align with industry needs and promote the growth of Nigeria’s digital economy.

In a statement signed by Mrs. Hadiza Umar, Director of Communications and Media Relations at NITDA, the following draft documents are available for public review:
- Guidelines for Licensing IT Projects Clearance Compliance Assurance Firms 2024
- Regulatory Guidelines for Electronic Invoicing in Nigeria
- Guidelines for Software Development
- Guidelines for Software Testing
Additionally, NITDA is proposing amendments to the Guidelines for Clearance of IT Projects for Federal Public Institutions (FPIs). It was first issued in 2018.

This document aims to professionalize the clearance process of IT projects within Federal Public Institutions (FPIs). It ensures that projects meet established standards, comply with federal regulations, and align with the government’s digital infrastructure goals under the Renewed Hope Agenda. - Regulatory Guidelines for Electronic Invoicing in Nigeria:
These guidelines seek to promote transparency and digital efficiency in government operations by supporting the administration of government revenue. The framework aims to improve tax compliance and boost the standardization. It will also boost interoperability necessary for Nigeria’s participation in global digital commerce. - Guidelines for Software Development:
The draft guidelines set minimum requirements for software developed for use by Nigerian government entities. These standards focus on software security, performance, and reliability, ensuring that government software is fit for purpose and minimizes operational risks. - Guidelines for Software Testing:
These guidelines support the growth of the local software testing market, ensuring that software used in government operations is thoroughly tested for quality, security, and functionality.
Call for Public Participation:
The guidelines, which have already undergone internal review and consultations with stakeholders, are now open for public feedback.
