The National Information Technology Development Agency (NITDA) has commended Google, X (formerly Twitter), Microsoft, and TikTok for their compliance with Nigeria’s Code of Practice for Interactive Computer Service Platforms/Internet Intermediaries. The Code, introduced in 2022, aims to regulate social media platforms, establish best practices, and create a safer digital ecosystem for all users in Nigeria.

A Milestone in Regulating Nigeria’s Digital Space
The Code of Practice, a collaborative initiative by NITDA, the Nigerian Communications Commission (NCC), and the National Broadcasting Commission (NBC), was introduced months after the Nigerian government lifted a seven-month ban on Twitter. This regulatory framework outlines the responsibilities of platform providers and enforces adherence to Nigerian laws, ensuring ethical interactions and content management across platforms.
Commitment to User Safety and Responsible Digital Practices
One of the Code’s primary objectives is to appeal to the moral and legal commitment of platform owners to curb harmful practices, including:
- Revenge porn
- Child sexual abuse
- Cyberbullying
- Misinformation and fake news
According to Mrs. Hadiza Umar, NITDA’s Director of Corporate Communications and Media Relations:
“We acknowledge the positive impact of these efforts by the platforms in fostering a safer and responsible digital environment. These operators are taking significant steps to align with the objectives of the Code.”
The 2023 compliance report highlighted tangible achievements, showcasing the platforms’ efforts to promote user safety and uphold ethical practices in Nigeria’s digital space.

The report provided compelling metrics reflecting the platforms’ dedication:
- 4,125,283 complaints received and processed
- 65,853,581 content takedowns
- 379,433 cases of removed and re-uploaded content after appeals
- 12,099,633 accounts closed or deactivated
These figures underscore the platforms’ commitment to fostering a safe and responsible digital environment.
Boosting Nigeria’s Digital Economy
Beyond user safety, compliance with the Code has had a significant economic impact. Data from the Federal Inland Revenue Service (FIRS) and the National Bureau of Statistics (NBS) revealed that foreign digital companies contributed over N2.55 trillion (approximately $1.5 billion) in taxes during the first half of 2024.
This revenue growth highlights the dual benefits of effective regulatory frameworks—enhancing digital trust while driving economic progress.
Strengthening Collaboration for Emerging Challenges
While applauding the progress made, NITDA emphasized the importance of ongoing collaboration and innovation among stakeholders to address new challenges in the rapidly evolving digital landscape.
“We remain committed to working with stakeholders to strengthen user safety measures, promote digital literacy, and enhance trust and transparency,” added Umar.
NITDA called for continued efforts from platform providers, urging them to align their policies with global best practices and contribute to building a healthier, more inclusive internet ecosystem.
