The Nigerian Communications Commission (NCC) has revised its regulations to provide clearer guidelines for linking Subscriber Identity Module (SIM) cards with National Identity Numbers (NINs). These updates aim to address existing gaps and introduce more efficient self-service measures, particularly for Machine to Machine (M2M) SIM registrations.

Under the new rules, the only requirement for M2M SIM registrations will be the NIN of the Primary Telecom Master. The NCC’s revised regulations also mandate that both Primary and Secondary/Operations Telecom Masters be specified in a Telecom Master Authorization Letter. This letter must be signed by one or more C-Level executives of the corporate organization.
The Telecom Master Authorization Letter must include detailed information, such as the registered name, official designation, and NIN (referred to as the Primary NIN) of the Primary Telecom Master, along with the MSISDN (Mobile Station International Subscriber Directory Number) associated with the corporate account. While the inclusion of details for the Secondary/Operations Telecom Master is optional, the letter should provide their official designation, MSISDN, and NIN if included.
Additionally, the authorization letter must contain an indemnity clause that outlines the full responsibilities and liabilities of the Primary Telecom Master. This clause must be signed by both the Primary Telecom Master and a C-Level executive of the corporate organization.
For public sector and government organizations, there is a requirement to present legal documents that prove the establishment of the entity. The NIN of the Primary Telecom Master must also be verified by matching the Communications Service Provider’s Primary Telecom Master SIM registration with the National Identity Management Commission (NIMC) records.
These updated regulations by the NCC are designed to enhance the security and efficiency of the SIM-NIN linkage process across corporate and governmental entities.
