Governor Babagana Umara Zulum of Borno State has appointed Dr. Idris Mohammed Yelwa as the provisional Chairman of the newly established Borno State Information, Communication, and Technology Development Agency (BICTDA).
This announcement was made by the Secretary to the Borno State Government, Hon Bukar Tijjani, in a recent statement issued in Maiduguri, revealing various appointments within the state.

Dr. Yelwa brings a wealth of experience to his new role, having served as a former director of the National Information Technology Development Agency (NITDA).
He will be supported by Mohammed Ahmed Kabir Wanori, a Fellow of the Nigerian Society of Engineers, who is the Executive Secretary of BICTDA.

The board of BICTDA, expected to be formally inaugurated later this month, has been mandated with several key responsibilities. These include facilitating Borno State’s integration into Nigeria’s digital economy, managing and enhancing digitalization in the public service, promoting ICT innovation and enterprise, establishing and maintaining secure ICT infrastructure and systems, as well as supervising critical ICT projects across the public service.
In addition to Dr. Yelwa and Mohammed Wanori, other members of the BICTDA board include Dr. Mustapha Tijjani, Harami Balami, Hon. Zanna Lawan Ajimi, Mohammed Aji Wajiro, and Mohammed Idi. The board also features representatives from various government bodies such as the Governor’s Office, Ministry of Education, Science, Technology, and Innovation, Ministry of Justice, the Nigerian Society of Engineers, and the Standard Organization of Nigeria.
Yelwa: A Profile
Dr. Yelwa, a native of Borno State, holds a Doctor of Philosophy degree from the University of Maiduguri. His tenure at NITDA, spanning over a decade, saw him serve in numerous capacities, culminating in his role as Director of Human Resource and Administration (HR&A). His expertise in human resource management and administration contributed significantly to the agency’s success in implementing various programs and processes.
A chartered Human Resource Professional (CHrP), Dr. Yelwa is renowned for his adeptness in team building and establishing fruitful relationships with stakeholders.
His appointment as the provisional Chairman of BICTDA underscores the state government’s commitment to leveraging ICT for development and innovation in Borno State.
